Prices are set by Nepal Oil Corporation (NOC), the state-owned petroleum monopoly. NOC imports from Indian Oil Corporation (IOC) and publishes retail selling prices inclusive of VAT.
Rates are revised every 1–2 weeks, or whenever the landed cost from IOC changes materially (exchange rate, global crude, or freight).
NOC groups depots into three retail bands. Band 1 (Kathmandu, Pokhara, Dipayal) carries the highest inland transport surcharge — typically NPR 2.5 per litre above Tarai border depots (Band 3).
LPG cylinders carry a flat national rate. Aviation fuel for international flights is quoted in USD per kilolitre; domestic Jet A-1 is in NPR per litre.
NOC imports from IOC; export prices in INR feed directly into landed cost in Nepal.
Rupee depreciation against the dollar raises the local cost of imported fuel.
NOC sets three retail bands — Terai/border, mid-hill, and Kathmandu Valley — with inland freight added.
Customs, VAT, and other levies are included in the published retail selling price.
International Brent/WTI benchmarks influence IOC export rates on each revision cycle.
Prices are revised when accumulated profit/loss crosses thresholds — typically every 2–4 weeks.
